After creating a business plan to request the land from the City on which to build a rink, the RRROCA board discovered a difficulty ahead.  While we have sufficient Casino funds for the capital to build a really good outdoor rink and the infrastructure needed, we would have difficulty with our Operational funds to provide the upkeep and maintenance of a Rink.  The rules of the Casino program, and RRROCA board rules, are such that this capital fund cannot be used to sustain a community association’s running costs.

As you all may be aware, a community association’s operational funds are supplied by voluntary membership income, unlike the various homeowners associations in our area, where an encumbrance on a property title provides those organisations with 10 times more guaranteed operational income.

RRROCA’s current membership income is barely sufficient to perform the volunteer work it so valiantly does every year.  This includes funding events and other important work such as the Oil Well resistance, traffic issues, development controls, soccer and baseball,etc.  This Operational fund also funds the annual Stampede Breakfast, Parade of Garage Sales etc.  For an outdoor rink the annual maintenance of the land, maintenance of the infrastructure and payment of monthly electrical and water bills is currently simply unaffordable.  What is more, we would find it difficult under this current situation to convince the City of Calgary to lease the land to RRROCA.
